Aadhaar authentication introduced on TDR portal

The Telangana government has authorised the Municipal Administration and Urban Development (MA&UD) Department to use Aadhaar authentication for property owners, builders and developers accessing the online Transferable Development Rights (TDR) portal.

As per the orders issued on October 22, 2026, Aadhaar authentication may be used for registration and login on the portal, submission of TDR-related applications and linking them with the property database. It will also be used to authenticate officials of the Directorate of Town and Country Planning (DTCP) and the Greater Hyderabad Municipal Corporation (GHMC) for administrative purposes through the online portal.

The order, issued by Special Chief Secretary Jayesh Ranjan, said that the authentication was intended to prevent impersonation, duplication and fraudulent activities and ensure the accuracy and integrity of records.

However, Aadhaar authentication will be voluntary, and the department and implementing agencies must obtain the consent of the Aadhaar holder. The government has also stipulated that no service shall be denied to anyone who refuses or is unable to undergo Aadhaar authentication.

In such cases, alternative identity documents, including passports, Electoral Photo Identity Cards, driving licences, PAN cards and other government-issued photo identity documents accepted by the MA&UD Department, must be allowed.
